It looks like the plugtree repository was wipe out -&gt; http://repository-plugtree-org.forge.cloudbees.com/
You shouldn&#039;t be getting errors with that artifact, because that artifact should be also located inside jboss repositories. 
Can you check your local maven repository to see if you have that artifact? I imagine that you can also have troubles with smart-tasks artifacts. 
If you have those problems you can just download/clone the smart-tasks project (http://github.com/salaboy/smart-tasks), build it with mvn clean install and then you will not need to access the plugtree repositories anymore.

Did you clone the smart-tasks project also? can you try building that project first and then the emergency services project? In which operating system are you trying to build the app? The point is whenever you build the application you get differnet errors of different dependencies not been able to download. I am thinking whether the application is outdated or don&#039;t really know what is happening. I have tried my best to download those maven dependencies and install them manually but its seems the list of dependencies that cannot be downloaded keep on growing. Furthermore, with all humility it is very difficult following the steps in setting up the application as some of the steps are not correct. While I know that it is open source, I also believe that it will be difficult to make a meaningful contribution if I do not know the root of the problem.

Just for you to know is an open source project that I do with a couple of more people in my free time, if you wanna contribute to make things easier you are more than welcome. Saying that it&#039;s a nightmare and not explaining exactly what is happening or which error are you facing doesn&#039;t contribute too much to improve things :)
